Checking your installer is licensed in Texas

Texas licenses access-control installers at the state level. Chapter 1702 of the Texas Occupations Code requires a company that installs or maintains electronic access control devices to hold an electronic access control device company licence from the Texas Department of Public Safety, Regulatory Services Division, Private Security Program; individual installers must be registered with a licensed company. Companies that install alarm systems hold a security services contractor licence, and fire alarm work is licensed separately by the State Fire Marshal’s Office at the Texas Department of Insurance. Check the company licence number on the DPS lookup before any work.

Who enforces door and egress rules in San Antonio

In the City of San Antonio, the Development Services Department administers building codes and permits, and the San Antonio Fire Department Fire Marshal’s Office enforces the fire code. On January 30, 2025 City Council adopted the 2024 International Codes, including the building and fire codes, with local amendments. Controlled doors in medical, military-related and hospitality buildings may need plan review, so your installer should confirm with the city before changing how a door locks or releases. Suburban cities in Bexar County have their own officials. GateStride does not change door release.

Privacy and biometric law in Texas

Texas has a biometric privacy statute, the Capture or Use of Biometric Identifier Act, Business and Commerce Code Section 503.001. Before capturing a fingerprint, retina or iris scan, voiceprint or hand or face geometry for a commercial purpose, a business must give notice and get consent; it must protect the data with reasonable care, limit its sale or disclosure, and destroy it within a reasonable time, generally within a year after the purpose ends. The Texas Attorney General enforces it, with civil penalties of up to $25,000 per violation. If your readers use fingerprints, this applies; phone unlock without biometrics does not.
